The goal was to create a comprehensive system to handle the complexity and scale of Transocean’s operations. An effective competency assurance program integrates the performance and development of all personnel into a structured and measured system, allowing organisations to better control risk and cost throughout every stage of the competency management lifecycle. 

The CAP solution was designed to centralise assessment questions and facilitate both one-off and recurring assessments. The approach included allowing assessors to use remote devices for evaluations, with the ability to work offline and sync data once connectivity was available. Advanced analytics and PowerBI reports were integrated to provide real-time insights into competency levels across the fleet, ensuring transparency and facilitating proactive management.

The CAP solution, developed from the Audit and Inspections solution framework, allowed questions to be loaded into a centralised repository and pushed to individuals as required. Assessors visiting the rigs used the system to test candidates’ competencies, recording responses directly into the system or offline when connectivity was limited. The system automatically read and recorded assessment responses and grades.

Candidates who met the competency standards can be issued certificates, while those who have been graded poor or lower for any question are automatically issued an improvement plan. If an assessor deems an improvement necessary in a candidate who has nonetheless achieved a compliant grade, they can still manually issue an improvement plan to ensure that they improve their understanding. The system tracked each candidate’s historical performance, providing full visibility into progress and areas needing attention.
